OFFICE OF THE EXECUTIVE DIRECTOR

Executive Director R. Davis Layne
Executive Director, Raymond Davis Layne, joined VPPPA in mid-January of 2005. Davis is responsible for the guidance,
direction and day to day activities of the VPPPA National Office staff.
Before joining VPPPA, Mr. Layne was a well-respected Occupational Safety and Health Administration (OSHA) official.
With safety and health experience reaching back to the U.S. Army Material Command Field Safety Agency in 1967 and as
part of OSHA since 1971, Mr. Layne is an expert in the safety and health arena.
During his days at OSHA, Mr. Layne was an exceptional worker and soon became an area director, deputy regional
administrator, OSHA regional administrator and finally deputy assistant secretary for OSHA in 1999. In addition to
these roles, Mr. Layne also served the Agency as acting assistant secretary of Labor for OSHA for the first eight
months in 2001, where he managed the day-to-day operations of the Agency and its nationwide staff of more than 2,200 employees.

Assistant Executive Director Adam K. Pawlus
Adam Pawlus joined VPPPA on February 18, 2002. He has served the association in the roles of Communications &
Outreach Coordinator, Manger and Director; served briefly as the Acting Executive Director; and, is currently the
Assistant Executive Director. He is responsible for the guidance, direction and day-to-day operation of the
national office, acts on behalf of the Executive Director, creates and manages the national budget, and coordinates
internal communications as well as strategic external communications.
Adam received his B.S., double majoring in Political Science and Speech Communications, from the University of Illinois
at Urbana-Champaign, IL, and his M.A. in Journalism and Mass Communications from the University of Georgia at Athens, GA.
He is a member of the American Society of Association Executives (ASAE) and the
Public Relations Society of America (PRSA) - National Capital Chapter.

Executive Assistant Carla Esteva
Executive Assistant Carla Esteva joined the VPPPA staff on November 22, 2004. In this position, she acts as the Association's
primary contact for international VPP/VPPPA activity. Carla also assists the Office of the Executive Director with Administrative duties,
coordinates interaction with the National Board of Directors and facilitates communication with the membership department
by processing merchandise.
Carla is originally from Venezuela where she received her Juris Doctor Degree on October 2000. She is finishing her
Master's in Political Science with a minor in International Affairs at Marshall University in Huntington, WV.

Controller
Diane Wirkner
Controller Diane Wirkner joined the VPPPA staff on March 4, 2010. In this role she is responsible for
managing the financial operations of the business, maintaining finances in accordance with generally
accepted accounting principles, budget, audit and tax preparation and financial statement analysis.
Diane has 35 years of accounting experience, has recently passed the CPA exams and is currently working
toward certification. She is a graduate of the University of Maryland with a degree in accounting and is a
Certified Hospitality Accountant. She has worked for various businesses in the D.C. area since 1977 and has
served in the capacity of Controller for the past twelve years.

Bookkeeper Marianne Trinh
Marianne Trinh joined VPPPA on April 16, 2007. In this position, she manages many of the
accounting functions at VPPPA, including accounts payable and accounts receivable, assists the Controller with other daily accounting functions and works extensively with VPPPA's database.
Marianne attended the University of Phnom-Penh in Cambodia in 1968. Since then, she has acquired over
20 years of accounting experience with a number of organizations in the Washington D.C. area.

COMMUNICATIONS & OUTREACH

Communications & Outreach Director Sanna Raza
Sanna Raza returned to VPPPA on August 27, 2007, as the Communications & Outreach Director.
In this position, she oversees the Communications & Outreach Department, acts as the editor of
VPPPA's quarterly publication, The Leader, coordinates outreach efforts, serves as the association's
media contact and produces brochures and electronic presentations to inform targeted audiences about the
VPP and VPPPA.
Sanna received her BA in Mass Communications from the University of North Carolina at Asheville and her
MSc in International Applied Communication from the University of Central Lancashire, Preston, U.K. She is
a member of the Public Relations Society of America (PRSA) and its National Capital Chapter.

Communications & Outreach Coordinator Laurie Montanus
Laurie Montanus joined the VPPPA staff on June 26, 2009. As the Communications & Outreach Coordinator,
Laurie provides assistance with all aspects of communications, marketing and outreach activities. She
coordinates the newsletters On the Wire and Safety News Network and helps with content and
editing for various publications including VPPPA's quarterly magazine The Leader.
Laurie graduated with a Bachelor of Arts Degree from Elon University in North Carolina. She majored in
Communications with a corporate concentration and minored in International Studies.

Government Affairs & Communications Specialist Korey Belanger
Korey Belanger joined the VPPPA staff on May 5, 2008. In her position, she develops and implements the
association's government affairs strategy on issues concerning regulatory agencies and Congress,
while also keeping VPPPA members abreast on current issues. She also assists with communications activities
and serves as a liaison with government agencies and several national board of directors committees.
Korey received a Bachelor of Arts Degree in Government and International Politics with a concentration
in International Affairs and a minor in Spanish from George Mason University in Fairfax, VA.

Conference & Education Director Sara Taylor
Sara Taylor joined VPPPA on March 26, 2007. In this position, Sara organizes the nationally sponsored VPP 101 Workshops, VPP Application Workshops® and Strengthening Star
Quality Workshops, and manages the marketing efforts for the conference and workshops.
Sara graduated from Longwood University in 2003 and received a Bachelor of Science in Business
Administration with a concentration in Marketing.

Membership & Development Manager
Marisa Connaughton
Marisa Connaughton joined VPPPA on November 16, 2009. Marisa serves the VPPPA membership as the
Membership & Development Manager. In this position, she manages member services, relations, retention, recruitment and benefits,
as well as, advertising and sponsorships.
Marisa received her BA in Sociology with a minor in Women Studies from The George Washington University in
Washington, DC, in 2003.

Membership & Development Coordinator
Kathryn Bendoraitis
Katie Bendoraitis joined VPPPA on February 3, 2010. In the position of Membership & Development
Coordinator, Katie provides support for all membership recruitment and retention activities, as well as
member services and relations. She additionally provides support for fundraising and advertising efforts.
Katie received her BA in Political Science with a minor in Criminal Justice from Northeastern University
in Boston, MA, in January of 2010.

Database & Processing Manager
Richelle Kelly
Richelle Kelly joined VPPPA on February 14, 2005. Richelle served the VPPPA membership as the
Registrar until January 2006, when she was promoted to Membership & Development Manager. Based on
Richelle's technical background in database management and analysis, she moved into this new position as
Database and Processing Manager in November 2009. She is a member of both the
American Society of Association Executives (ASAE) and the Professional Convention Management Association (PCMA).

Registrar Carlena Ford
Carlena Ford joined VPPPA on January 30, 2006. In this position, Carlena manages the
registration process for the Annual National Conference, select regional chapter events and other educational events.
