OFFICE OF THE EXECUTIVE DIRECTOR

Executive Director R. Davis Layne
Executive Director, Raymond Davis Layne, joined VPPPA in mid-January of 2005. Davis is responsible for the guidance,
direction and day to day activities of the VPPPA National Office staff.
Before joining VPPPA, Mr. Layne was a well-respected Occupational Safety and Health Administration (OSHA) official.
With safety and health experience reaching back to the U.S. Army Material Command Field Safety Agency in 1967 and as
part of OSHA since 1971, Mr. Layne is an expert in the safety and health arena.
During his days at OSHA, Mr. Layne was an exceptional worker and soon became an area director, deputy regional
administrator, OSHA regional administrator and finally deputy assistant secretary for OSHA in 1999. In addition to
these roles, Mr. Layne also served the Agency as acting assistant secretary of Labor for OSHA for the first eight
months in 2001, where he managed the day-to-day operations of the Agency and its nationwide staff of more than 2,200 employees.

Deputy Executive Director Adam K. Pawlus

Adam Pawlus joined VPPPA on February 18, 2002. He has served the association in the roles of Communications &
Outreach Coordinator, Manger and Director; served briefly as the Acting Executive Director; and was then named the
Assistant Executive Director and subsequently the Deputy Executive Director. He is responsible for the guidance,
direction and day-to-day operation of the national office, acts on behalf of the Executive Director, creates and
manages the national budget, and coordinates internal communications as well as strategic external communications.
Adam received his B.S., double majoring in Political Science and Speech Communications, from the University of Illinois
at Urbana-Champaign, IL, and his M.A. in Journalism and Mass Communications from the University of Georgia at Athens, GA.
He is a member of the American Society of Association Executives (ASAE) and the
Public Relations Society of America (PRSA) - National Capital Chapter.

Senior Executive Assistant Carla Esteva

Senior Executive Assistant Carla Esteva joined the VPPPA staff on November 22, 2004. In this position, she acts as the association's
primary contact for international VPP/VPPPA activity. Carla also assists the Office of the Executive Director with administrative duties,
coordinates interaction with the National Board of Directors and facilitates communication with the membership department
by processing merchandise.
Carla is originally from Venezuela where she received her Juris Doctor Degree on October 2000.

Senior Advisor
Steven F. Witt

Senior Advisor Steve Witt joined VPPPA on July 11, 2011. In this position, he advises the Office of the
Executive Director and the National VPPPA Board of Directors on major policy issues concerning government
affairs, cooperative programs and federal agency safety and health.
Before joining VPPPA, Steve served as director of the Directorate of Cooperative and State Programs at
OSHA, where he was responsible for the agency’s voluntary and cooperative programs, including
VPP, partnerships, alliances, state-plan state programs and consultation.
Steve received a BA from Hofstra University in biology and chemistry and a Juris Doctor Degree from
Boston University School of Law in June 1972. He is a member of the New York State Bar.

Controller
Enid Palazzolo

Enid Palazzolo joined VPPPA on August 24, 2011. As the Controller, Enid manages all aspects
of day-to-day financial operations, analyzes and monitors financial data and serves as the liaison
for the annual financial audit.
Enid graduated from George Mason University with a bachelors' degree in Accounting. She is a native of
Washington DC area and has been working as an accountant in the nonprofit industry for more than 15 years.

Bookkeeper Marianne Trinh

Marianne Trinh joined VPPPA on April 16, 2007. In this position, she manages many of the
accounting functions at VPPPA, including accounts payable and accounts receivable, assists the Controller with other daily accounting functions and works extensively with VPPPA's database.
Marianne attended the University of Phnom-Penh in Cambodia in 1968. Since then, she has acquired over
20 years of accounting experience with a number of organizations in the Washington D.C. area.

COMMUNICATIONS & OUTREACH

Senior Director of Communications & Outreach Sanna Raza
Ext. 117
Sanna Raza returned to VPPPA on August 27, 2007, as the Communications & Outreach Director and now serves as the Senior Director of Communications & Outreach.
In this position, she oversees the Communications & Outreach Department, acts as the editor of
VPPPA's quarterly publication, The Leader, coordinates outreach efforts, serves as the association's
media contact and produces publications and electronic presentations to inform targeted audiences about VPP,
VPPPA and the annual national conference.
Sanna received her BA in Mass Communications from the University of North Carolina at Asheville and her
MSc in International Applied Communication from the University of Central Lancashire, Preston, U.K. She is
a member of the Public Relations Society of America (PRSA) and its National Capital Chapter.

Communications & Outreach Coordinator
Elizabeth Burzenski

Elizabeth Burzenski joined VPPPA on October 18, 2010. As Communications & Outreach Coordinator, she
provides assistance with all aspects of communications, marketing and outreach activities. Elizabeth
also assists with the planning, researching, writing, editing and production of all publications.
Elizabeth recently graduated from the University of Maryland and received a B.A. in Communication with a
concentration in Public Relations.

Government Affairs Coordinator
Charlie Doss

Charlie Doss joined VPPPA on July 26, 2010. As Government Affairs Coordinator, he monitors regulatory and
legislative developments in Washington that have implications for the organization and its membership and
helps to create and implement VPPPA’s government affairs strategy. Additionally, Charlie liaises with
national board committees and supports communication and outreach efforts.
Charlie received his Bachelor of Arts Degree in International Relations from William and Mary in 2009.

Government Affairs & Communications Coordinator
Gabrielle Szlenkier

Gabrielle Szlenkier joined VPPPA on June 6, 2011. As Government Affairs & Communications Coordinator,
she assists in the development and execution of the association's government affairs strategies, monitors
legislative developments in Washington, D.C., and supports the association's communications efforts,
particularly as they relate to government affairs. Additionally, Gabrielle contributes to and edits
VPPPA's newsletters and publications and coordinates with national board committees and VPPPA member outreach.
Gabrielle received her Bachelor of Arts degree in Government and Politics from the University of
Maryland in 2010.

Conference & Education Coordinator
Ciarra Cox

Ciarra Cox joined the VPPPA team on July 26, 2010. In her role, Ciarra serves in the Conference &
Education Department and supports all aspects of conference coordination focusing on exhibit hall sales
and marketing. Ciarra also assists with maintaining the conference section of VPPPA's website and contributes
to multiple association publications, working closely with the Communications & Outreach Department.
Ciarra graduated in December 2010 from Old Dominion University with a Bachelor of Science in Business Administration,
majoring in Marketing. She also participated in a cluster study in Administrative Leadership and interned
two summers for the Department of Defense's Military Health System before joining VPPPA.

Cynthia Taborda

Cynthia Taborda joined VPPPA on June 6, 2011. As the Membership & Development Director, Cynthia
oversees all aspects of the Membership & Development Department. She manages membership recruitment and
retention, fundraising, advertising sales, soliciting sponsorships and marketing.
Cynthia is originally from Bolivia and has lived in different countries in South America and also the US.
She recently graduated from the Robert H. Smith School of Business at the University of Maryland with an
MBA focused on Marketing and Non-Profit Management.

Elaine Davy

Elaine Davy joined VPPPA on July 28, 2011. As the Membership & Development Coordinator, she assists with all aspects of membership and development for VPPPA. This
includes membership recruitment and retention, fundraising, advertising sales, soliciting sponsorships and marketing.
Elaine graduated from Towson University in May 2011 with her BS in Mass Communications, with concentrations in Advertising, Public Relations and Marketing.

Database & Processing Manager
Richelle Kelly

Richelle Kelly joined VPPPA on February 14, 2005. Richelle served the VPPPA membership as the
Registrar until January 2006, when she was promoted to Membership & Development Manager. Based on
Richelle's technical background in database management and analysis, she moved into this new position as
Database and Processing Manager in November 2009. She is a member of both the
American Society of Association Executives (ASAE) and the Professional Convention Management Association (PCMA).

Carlena Ford joined VPPPA on January 30, 2006. In this position, Carlena manages the
registration process for the Annual National Conference, select regional chapter events and other educational events.
