History: Oregon's VPP program began as a pilot program which recognized its first VPP worksite in December 1997; the pilot program ended and became a full program in 2000. The program offers Star, Merit and Demonstration and is open to worksites with safety committees. The rate requirement for the Oregon program is a three-year average injury and illness and LWDI at or below the state average. The program is called the Oregon VPP.

History: Washington began accepting applications for its VPP program, WISHA Star, on June 1, 1996. Washington also accepts VPP applications for STAR Construction. The state offers a Star program only, but a site may be accepted to a Merit level if it fails to meet Star criteria upon onsite review. The WISHA Star is open to general industry and construction and uses an average of the site's rates compared to the averages of the latest available BLS rates for their SIC. Sites must have average rates lower than the BLS average rates to achieve STAR.
