History: Puerto Rico VPP is basically identical to the Federal OSHA VPP. The program offers Star, Merit and Coqui level participation. Coqui is designed for employers committing to have their facilities work to Merit or Star status. The state would work with the facility in this effort. Their VPP was formally approved by Federal OSHA in the Federal Register January 14, 1994.
