History: The Kentucky VPP offers the Star Program only and is open to employers in general industry and construction. The programs rate requirements are identical to the Federal OSHA VPP. Approval of the state’s program change adopting VPP as part of its state program was published in the Federal Register on October 24, 1996.

History: The Carolina Star is the name of the North Carolina version of Federal OSHA VPP. This program was originally a Star only VPP with two other components that differentiate it from the Federal OSHA VPP. First, employers must have three-year average injury rates and lost workday rates that are at least 50 percent below the state's most recently published figure for the worksite's SIC. Second, the Carolina Star participants agree to do outreach and education to other employers in the State on the Carolina Star program and safety and health programs in general. The Carolina Star was officially approved by Federal OSHA in the Federal Register on June 26, 1996. North Carolina now has expanded the Carolina Star program to include Merit (Rising Star) and Demonstration (Building Star) levels. The expanded Star program is also available to the construction industry.

History: South Carolina has the Palmetto Star Voluntary Protection Program. It is a Star level program only and does not include Merit or Demonstration Program participation. Employers who wish to participate in the program must have injury rates and lost workday rates at least 50 percent below the states averages for each of the last three calendar years. In addition, the program is only open to general industry manufacturing worksites. The other Palmetto Star Program requirements are the same as the Federal OSHA VPP. The South Carolina Palmetto Star Program was officially approved by Federal OSHA in the Federal Register on June 26, 1994.

History: The Tennessee Volunteer Star (Safety through achievement and recognition) was launched January 31, 1996. The program offers a Star level only that is open to general industry and manufacturing worksites. The program’s rate requirements are that the site must have a three-year average injury and illness and LWDI rate that is at or below the national average. The state received Federal OSHA final approval for its plan change adopting VPP in a Federal Register notice published on October 24, 1996.
