History: The state’s VPP program is called the Indiana VPP. Indiana is required to offer the VPP following passage of legislation in April 1995, which required the state OSHA program to adopt any exemption program that Federal OSHA offers. The legislation went into effect July 1, 1995. Approval of the state’s program change adopting VPP as part of its state program was published in the Federal Register on October 24, 1996. The state offers Star, Merit and Demonstration programs with rate requirements identical to the Federal OSHA VPP. The programs are open to general industry, construction, and the public sector."

History: The Michigan VPP (MVPP) is open to all employers with the exception of the construction industry; SIC Codes 15, 16 and 17. “Star” applicants must have injury and illness total case incidence rates and lost workday case rates for each of the most recent three calendar years below the industry state/national averages. “Rising Star” applicants must have two out of the last three years at or below the specific industry state/national averages. Worksites operating less than three years may be considered for the MVPP if their rates for the first year and since the start of operations are below the state/national averages. Smaller worksites with a limited number of employees and/or hours worked may use the best three out of four complete years’ injury and illness experience. As of October 1998, federal OSHA approved Michigan’s plan change.
