History: Arizona offers the Arizona VPP to employers in general industry and the public sector only. Construction worksites are not eligible for participation at this time. The Arizona VPP, which has a Star program only, is otherwise identical to the Federal OSHA VPP. The plan change incorporating VPP into Arizona's state plan was approved in the Federal Register on January 14, 1994.

History: Formerly called the California Self-Inspection Program, California’s VPP program is titled the Cal/OSHA VPP. The program has a different rate requirement than Federal OSHA VPP. The Cal/OSHA VPP requires that general industry participants have injury and illness and lost workday rates for the last three complete calendar years at or below their industry average for the most recently published specific industry California average. For the construction industry, rates for at least the full year at the site(s) applied for, including all workers of all subcontractors at the site, must be at or below the industry average for the most recent specific industry California average. Federal OSHA has approved The Cal/OSHA VPP.

History: The Hawaii Voluntary Protection Program, also known as ""Hana Po'okela"", meaning ""excellent work"", was approved on August 8, 2002. HVPP has two Star programs — the Star and the Star-Mentor programs. The Star program is for a single, fixed worksite that employs not more than 100 employees at the site and not more than 250 total employees at all sites controlled statewide. The Star-Mentor program is for a larger establishment that demonstrates commitment to workplace safety and health beyond the requirements of Hawaii’s standards and for a mobile worksite, such as logging and construction.

History: Nevada implemented a VPP program on January 1, 2002, after Federal OSHA approved their plan change on December 31. Nevada's program differs from the federal program by only offering Star status and it is limited to general industry worksites.
