Annual Self Evaluation Process
Description:

In recent years, safety professionals have begun to develop and value a variety of leading or proactive measures that provide a much more strategic and effective way of evaluating and improving occupational safety management systems. One of the most promising proactive measures of a safety program and organizational safety culture is the employee safety perception survey. Conducted in a rigorous way, employee perception surveys can provide a comprehensive and sensitive set of metrics that evaluate and monitor management commitment, supervisor engagement, employee involvement and organizational culture. The survey process itself becomes a substantive employee safety activity with uniquely far-reaching benefits to safety management systems. VPP Partnership Puzzle
VPP is designed as a partnership between OSHA and corporate America to encourage strong safety programs and cultures. The program corner stones are employee/union involvement and top management commitment. Because of the organizational structure of the DoD, implementing a ground-up safety program on an Air Force base has unique challenges. Our presentation highlights our partnership with our mentor Valero Oil Refinery and how that relationship significantly contributed to the implementation of VPP at our base. We will discuss the strategy for building onto the already strong Air Force Safety Program foundation by including worker involvement at all levels. Pictorial slides demonstrate with commentary the efforts and involvement of our workers that resulted in numerous VPP successes. We will conclude with a discussion about how a small Air Force base in Southwest Oklahoma using VPP principles is affecting the entire Air Force safety system and how we worked with the Air Force ESOH Office to overcome obstacles encountered within the Air Force system. Our VPP coordinators will be able to answer questions about how we got started, our VPP manning structure and operating rules.

Hexavalent Chromium and Your Health: What's all the Fuss?
In May 2006, OSHA established a final rule on hexavalent chromium exposure for general industry, construction and shipyards. Under this rule, all workplaces that could have an exposure to hexavalent chromium are required to complete a baseline survey of the operations that work with hexavalent chromium. This presentation will give an insight on the revised OSHA standard, as well as a chemistry approach on how laboratories are achieving lower detection limits to account for the lower permissible exposure limit.

IH for Construction Sites/Contractors/Multi-Worksites
Safety professionals working with contractors often deal with unique industrial hygiene (IH) issues including welding fumes, paint vapors, specialty coatings, adhesives, asbestos, lead and dusts. Contracting companies managing these issues are often faced with multi-employer worksites and high mobility workforces. This presentation will aid the contractor safety professional in identifying, evaluating and controlling IH hazards. In addition, a process for completing a workplace exposure assessment at a multi-employer worksite and addressing VPP requirements will be discussed. Case studies are included in this session.

Improving an Effective Safety and Health Inspection Program
This workshop will highlight aspects of an improved inspection program, using the PDCA (Plan, Do, Check, Act) model. Roadway Safety Program
Highway work zones are some of the most dangerous work sites in construction. Each year over 100 construction workers are killed on the highways. Many are killed by traffic but many are also being run over or backed over by construction vehicles, electrocuted by overhead power lines, crushed in trenches and injured by falls. They also face numerous health hazards from noise and silica to heat stress and ergonomic hazards. This training program was developed to orient workers to these hazards and provide best practices to reduce the risks. The program was developed by a joint labor/management partnership through a series of grants from OSHA and FHWA. It is available in many formats- as a computer program, print materials for workers, and a poster-sized version for toolbox talks in the field. The program is trilingual- English, Spanish and Portuguese. It also includes a compliance mode which displays relevant standards. It covers all the major hazards in road construction in 21 modules. Each module includes interactive computerized demonstrations to graphically show the risks. Advanced modules also cover topics like proper set up of the work zone. This presentation will review the training program and its many features.
