Acting Executive Director
Mike Maddox is currently serving as Acting Executive Director, in addition to his role as Chairman of the Board of Directors. He has served on the board for 16 years, including 10 years as Chairman.
Mike is Vice- President of Corporate VPP for NuStar Energy, located in San Antonio, Texas. Prior to joining NuStar, he served as Director of Corporate VPP for Valero Energy, before retiring in 2009
Raymond Davis Layne joined VPPPA in mid-January of 2005 as Executive Director. On July 6, 2012, Davis retired from his position as Executive Director but remains as Senior Advisor.
Before joining VPPPA, Davis was a well-respected Occupational Safety and Health Administration (OSHA) official. With safety and health experience reaching back to the U.S. Army Material Command Field Safety Agency in 1967 and as part of OSHA since 1971, Davis is an expert in the safety and health arena.
During his days at OSHA, Davis was an exceptional worker and soon became an area director, deputy regional administrator, OSHA regional administrator and finally deputy assistant secretary for OSHA in 1999. In addition to these roles, Davis also served the Agency as acting assistant secretary of Labor for OSHA for the first eight months in 2001, where he managed the day-to-day operations of the Agency and its nationwide staff of more than 2,200 employees.
Patrick R. Tyson is a partner with Constangy, Brooks & Smith. Pat is based out of the firm’s Atlanta office, one of 25 offices across 14 states. Since joining the firm as head of the OSHA practice group, Mr. Tyson has continued his extensive involvement in the field of safety and health after being appointed Acting Assistant Secretary for OSHA under the Reagan Administration. In addition to representing clients on a wide range of safety and health issues, he is the former Chairman of the Board of Directors of the National Safety Council, and Counsel to the Voluntary Protection Programs Participants’ Association. Pat was also selected by his peers for inclusion in the 2011 and 2012 editions of The Best Lawyers in America® in the specialty of Labor and Employment Law. He is a member of the Virginia State Bar and the American Bar Association's Committee on Occupational Safety and Health Law.
Government Relations Counsel
Courtney Malveaux joined VPPPA on May 23, 2014 as the government relations counsel. Mr. Malveaux, a Richmond attorney, is taking the lead in the organization’s efforts to build state and federal support for OSHA’s Voluntary Protection Programs. Courtney has developed relationships in state and local government through his work with the General Assembly of Virginia, and has rewritten parts of the Code of Virginia to simplify important parts of the Virginia Consumer Protection Act, the Health Spa Act, and state child labor law. He previously served as Virginia’s Labor Commissioner and is the immediate past president of the National Association of Government Labor Officials (NAGLO).
Courtney has a unique background as both a solutions-oriented business attorney and as a regulator. As Virginia’s Labor Commissioner, he directed state enforcement of the Occupational Safety and Health Act, Payment of Wage and Minimum Wage law, and a variety of state and federal labor laws.
Director of Operations
Sara Taylor returned to VPPPA in March of 2013 as the Director of Marketing and was promoted to Director of Operations in November 2014. Sara was previously the Senior Director of Conference & Education but has since focused her efforts on rebranding VPPPA. In this role Sara will oversee the daily activities and functions of the Membership, Conference & Communications departments while creating and implementing a clear marketing vision for the association.
Sara graduated from Longwood University with a B.S. degree in Business Administration with a concentration in Marketing and a minor in Physics. Sara also received her Certified Meeting Professional (CMP) designation from the Convention Industry Council in September of 2010.
Marianne Trinh joined VPPPA on April 16, 2007. In this position, she manages many of the accounting functions at VPPPA, including accounts payable and accounts receivable, assists the Controller with other daily accounting functions and works extensively with VPPPA's database.
Marianne attended the University of Phnom-Penh in Cambodia in 1968. Since then, she has acquired over 20 years of accounting experience with a number of organizations in the Washington D.C. area.
Michael Khosrofian joined VPPPA in March 2015 as an accountant. He recently graduated from Liberty University, located in Lynchburg, VA, earning his Bachelor of Science in accounting. He is excited to use the skills he studied in college and assist the senior accountant with the multiple functions required to maintain the high standards of excellence the association upholds. He is looking forward to learning about accounting functions including cash receipts, accounts payable and receivable and customer service.
Sarah Neely joined VPPPA on February 19, 2014. She manages the communications and media outreach efforts of the organization as well as the content management of VPPPA publications, email blasts, social media, marketing collateral, print and electronic advertising, and website content.
Sarah graduated from the University of New York in Prague, Czech Republic, in 2008 with a B.A. in Communications and Mass Media. Sarah brings a broad and unique perspective to her role as she draws on her marketing and communications experiences from the architectural, engineering, and financial services sectors.
Benjamin joined VPPPA as the communications coordinator in October 2014. He is responsible for helping improve public outreach, creating content for VPPPA’s publications and creating website and social media content.
A graduate of Elon University with a B.A. in Strategic Communications, Benjamin brings the knowledge and skills he developed from his past communications internships, to VPPPA.
Senior Conference & Education Coordinator
Amanda Buckner joined VPPPA on August 2, 2013. As the Senior Conference & Education Coordinator, Amanda assists in the overall planning and preparation of the VPPPA’s Annual National Conference, focusing on speaker and volunteer logistics; space layout; conference agenda design; food and beverage; audiovisual plans and other conference duties. She also assists with logistical and administrative efforts for educational seminars, workshops and webinars. Amanda graduated in May 2013 with a Bachelor of Science in Business Administration from the University of Mary Washington.
Event Sales & Advertising Coordinator
Heidi Hill joined VPPPA in April 2015. She earned her B.S. in Communications from Northern Michigan University. In her role, she engages with the VPPPA community and creates meaningful connections that translate to catered promotional opportunities and continues to build on VPPPA’s reputation as a leading authority in the occupational health and safety field. Heidi handles all conference sales and strategy including exhibit booth and sponsorship sales and coordination, and advertising for VPPPA printed publications, eblasts and conference materials. Heidi brings a wealth of experience to the organization including client management and recruitment knowledge from her internships at the Kennedy Center and Memphis’ Professional Theatre Company.
Strategic Development & Member Services Manager
Tom Webb joined VPPPA in July of 2013 as the Strategic Development & Member Services Manager. In this position, he works closely with VPPPA members to enrich a productive and rewarding membership experience.
Tom graduated from George Mason University with a B. S. in Mathematics. He also received his Certified Meeting Professional (CMP) designation from the Convention Industry Council in September of 2007.
Member Services Coordinator
Katlyn Pagliuca joined VPPPA in April 2015. As the Member Services Coordinator, she supports cross departmental initiatives that advance greater member engagement and awareness of VPPPA. She also builds and maintains positive relationships with current members and gathers information on changing member needs and trends. Katlyn graduated from Virginia Tech with a B.A in Communications with a focus in Public Relations
Government Affairs Manager
Charlie Doss joined VPPPA on July 26, 2010, as a Government Affairs Coordinator. Now a Government Affairs Manager, he is responsible for the development and implementation of the association’s government affairs strategy through coordination with the executive director and national board to best meet the needs of VPPPA’s membership. He also monitors regulatory and legislative developments in Washington, D.C., that have implications for the association, works closely with the Communications & Outreach Department to coordinate public affairs and other outreach materials and contributes to online and print publications. Charlie received his B.A. in International Relations from William and Mary in 2009 and is currently attending George Washington University in pursuit of a M.A. in International Trade and Investment Policy.
Information & Data Analyst Manager
Bryant Walker rejoined the VPPPA staff on August 23, 2013, as the information & data analyst manager. In his role, he assists with systems, data, and network support for the association. Bryant works with various departments to enhance computer systems and provides information to aid in planning and projections.
Bryant is an A+ Certified IT Technician and has worked in the IT field for close to 10 years. He graduated from Liberty University with a Bachelor of Science Degree in Mathematics.
